What about wet spankings? Read on:

Bonnie: Yes, we do sometimes. Yes, wet spankings definitely hurt more than dry. Some sessions might be planned in advance, but not by me. More often than not, I think it’s spontaneous. We have a spray bottle that is used to dissuade a cat from causing trouble. Occasionally, when I am over Randy’s lap getting a spanking, he will turn the spritz on me..

At least once, he decided that the ideal implement for a wet spanking was a solid wooden bath brush. He gave me something to think about for a long while afterward.

I don’t encourage this technique, but neither do I resist it. My motto is “Spankings Happen.”

Jack:  Wet spankings hurt the most and knowing you're getting a spanking is just adding to the punishment.

Wendel: Getting spanked in the rain is exciting. It is always fun breaking out the paddle on a hike in the rain. The Misses’ wet bare bottom turning red is quite the turn on. Since the nearest neighbor to our home in Ireland is about ½ mile away the Misses will take me outside on the patio in the rain for a good paddling.
We both agree it stings a lot more when the bottom is wet.

I'm afraid my answer is rather boring. From memory I don't think we have ever had a wet spanking. If anything maybe just after a shower.

Red: No wet spankings have occurred.

Mija: I've only had a few - mostly during or getting out of baths. MO, yes they sting more. In fantasies, I do always imagine them around swimming pools.

CEM: Yes, sometimes. Her, right out of the shower/bath. 

Prefectdt: My planned, wet flogging with my chamois leather flogger got aborted after one very messy stroke. Perhaps one day, if a suitable venue can be found. I have had some genuine, but rare, punishment spankings, involving tight-fitting boxer type undercrackers that have been soaked around the buttock area, not the front. These do make the strokes more painful and have the effect of having strokes delivered very hard, without breaking the skin, which had a good chance of happening if the punishment had been delivered to a bare bottom.

A.J.: From either side of the lap - no. Never happened. God, I’m boring.

Anon: Yes! If my wife needs to apply a really significant punishment --- wants to make sure I REALLY get the message!

She'll order me to kneel on a towel at the side of our bathtub, the bend over the rim and place my forearms and head down in the tub, with my butt raised high, waiting for her.

She'll fill a bucket with cold water and a good measure of dish-soap to break the surface tension, then sponge-down my butt and back of thighs.

Finally, she'll go to work with her rubber tawse. It's everything I can do to stay quiet and maintain position.  Mostly staying quiet, as bent of the rub-rim like that, I have almost no leverage to raise myself back up; she can easily hold me down with one hand while working the tawse with her other arm.

In my experience, a wet rubber strapping is comparable to the worst possible caning; almost as bad as being butt-thrashed shortly after sexual release/relief. (I don't EVEN want to think what a wet rubber strapping WITH sexual release would be like!) 

Hermione: We have a spritz bottle in the bedroom, and Ron likes to spray my spanked bottom to indicate the spanking is over. But it's never used beforehand, so I must say I haven't had a wet bottom spanking.
