This looks very much like a bundle of canes or other disciplinary implements, but it also has a different and functional vanilla purpose. My grandmother had one and used it regularly.

Clothes dryer? (only because it says "clothes dryer" on it). How it is used? I do not know.
How big is it? It looks like it's connected accordian style, like a fan people used at church and funeral parlors.
